NOTICE IS HEREBY GIVEN that the Planning Commission of the County of San Diego will
conduct a public hearing on a Tentative Map as follows:

PROJECT DESCRIPTION: The applicant requests a 24-lot agricultural subdivision, with a 40-acre minimum lot size, on a 1 ,416.5-acre property. Individual on-site wells and individual on-site sewer disposal systems would provide both water and sewer, respectively. Earthwork would consist of 103,127 cubic yards of cut and 103,568 cubic yards or fill. The project site is served by Julian/Cuyamaca Fire Protection District. The site is located within a Williamson Act
Contract and the project would require a Contract amendment for 161 acres, to change the
Contract’s minimum acreage from 160 to 40 acres. Project implementation would require a Habitat Loss Permit for impacts to coastal sage scrub (CSS). The property is designated Rural Lands RL-40 and RL-80, by the General Plan (Former Ge~eral Plan: Environmentally
Constrained Area Intensive Agriculture 1 DU/4,8 AC) (APNs: 289-060-34; 289-030-12, -13, and -11 ; 289-062-06 and -07; 289-063-04; 289-100-14, -12, -15, and :16; 289-470-38; and 289-120- 32, -40, and -41 ).
LOCATION: The site is located at the southwest intersection of SR 78/79 and Pine Hills Road, in the Julian Community Plan area of unincorporated San Diego County.
Environmental STATUS: An Environmental lmpact Report has been prepared for this
project and is on file with PDS as Environmental Review Number PDS2003-3910-03-10-005.

GENERAL HEARING PROCEDURES

1. Item numbers printed on the agenda generally, with occasional exceptions, indicate the order in which items will be heard.

2. Unless otherwise directed by the Chairperson of the Planning Commission or
Zoning Administrator, presentation of the project shall be as follows:

a. Staff presents the project, its location and staff recommendations.

b. The applicant or his /her authorized representative shall have the opportunity to
testify second.

c. The Community Planning Group/Sponsor Group and/or Design Board Chair or his/her authorized representative shall have the opportunity to testify third.

d. Persons from the audience supporting the staff recommendation shall have the opportunity to testify fourth.

e. Persons from the audience opposing the staff recommendation shall have the opportunity to testify fifth.

f. The applicant or his /her authorized representative shall have the opportunity for
a brief rebuttal.

g. The Commission/Zoning Administrator will then discuss and decide the case.

2. Appeal Procedures for various permit types are available on the PDS Website at

3. Not all decisions are appealable.

4. Planning Commission recommendations that will be decided by the Board of
Supervisors are not appealable.

5. Appeals must be filed within 10 (ten) calendar days of the date on which the decision being appealed was rendered. If the tenth day falls on a weekend or a County holiday, the appeal can be filed on the following work day.
